Seppa is the headquarters of East Kameng district in Arunachal Pradesh, a small hill town set among the forested Himalayan foothills, serving as the administrative and commercial centre for the tribal communities of this district. The dominant community is the Nyishi, Arunachal Pradesh's most numerous tribal group, whose cultural traditions, oral literature, community governance through the village council system and animist spiritual practices centred on the Donyi-Polo tradition of sun and moon worship give the district its distinctive identity. The landscape of East Kameng is one of extraordinary natural beauty. The Kameng river and its tributaries flow through steep forested valleys, the slopes are covered with subtropical and temperate forests of remarkable biodiversity.
The Nyishi people of East Kameng have maintained their cultural identity, traditional governance systems and spiritual practices through centuries of autonomous existence in the Himalayan foothills. Their Donyi-Polo tradition, the worship of Donyi (sun) and Polo (moon) as life-giving forces, represents one of the most distinctive indigenous spiritual systems of Northeast Bharat, now formalised as a recognised religion.
Seppa is accessible by road from Tezpur in Assam approximately 120 km via the foothills highway. State highways connect to other East Kameng headquarters. Nearest airport is Tezpur.
The monsoon season (June-September) brings heavy rainfall to East Kameng's forested hills. The Kameng river rises dramatically and the forests are at their most lush. The post-monsoon October-November season sees the Nyishi community's harvest festivals. Nyokum Yullo, the most important Nyishi festival celebrating agricultural abundance and community solidarity, is observed in February. The winter months see the Himalayan forests in their clearest, most accessible state.
